Have we failed to intervene in Syria?

Al Jazeera News reports – Rights chief criticises the UN’s ‘failure to intervene’.

To what extent should foreign countries intervene in the affairs of other countries? What would be your criteria/benchmark for a foreign intervention?

How does this situation differ from Libya, where the NATO-led intervention which eventually removed Gadaffi was backed by much of the Western world and Arab governments?
